Description: A resolution to urge the President to establish a national commission to study rising health care costs, and to oppose any further cuts in medicare or medicaid which would increase the out-of-pocket costs of medical care for those who can least afford such costs (the elderly, the permanently disabled, and the poor) until such commission has reported its findings to Congress.
