Description: Expressing the sense of the Congress that the General Accounting Office should conduct a study of the economic impacts of Federal Energy Regulatory Commission Order No. 636 on residential, commercial, and other end-users of natural gas, and that the Federal Energy Regulatory Commission should refrain from processing restructuring proceedings pursuant to such order until 60 days after the completion of such study.
